The "Default policy for new added devices" is designed for this.

You can get this option in "User-device list"->"Default IP Policy".

Windows updates can be completely blocked with these sites blacklisted with "websites black list" of WFilter:

*.windowsupdate.com
*.update.microsoft.com
*updates.microsoft.com

If that does not work in your network, please simply add "*.microsoft.com" into website black list.
