Can I use WFilter 1-user license to filter all computers in our NAT server?

We have a windows 2003 gateway server and about 100 client computers. However, we do not have the budget to purchase WFilter 100-user license.

So I am wondering whether I can monitor/filter the public ip address only to filter all client computers. If it is true, does it mean that I only need one single user license for my network?

Since the NAT service will translate all local subnet ip addresses to its public ip address, you only need to monitor/filter

the public ip address to filter all client computers. It means, by setting policy for the public ip address in "User-computer settings", you're able to filter all local computers. In this case, please make sure the external NIC is chosen as the "monitoring adapter" and "blocking adapter" in "System Settings"->"Monitoring Settings".

However, monitoring the public ip address is not recommended, because you can not set policy for individual client computers.
