I am unable to block video when streaming from https suck as if a user logs into gmail and goes to youtube under https://youtube.com and is
able to then watch a video.

To block youtube, you need to block the "youtube" protocol in "Applications" of your blocking policy.
I am sure youtube can be blocked.
If still no luck, please submit your support file in "Help"->"Support" of WFilter, so we can check your settings.
