According to my experience, most new users will have deployment
issue. Please check the online document for deployment issues if required:
http://www.imfirewall.us/support/WFilter_4_1/Doc/deployment_example.htm
If it's not helpful, please describe me your network topology,
together with switch/router models. So I can work out a solution for you.

Your router can not support pass-by deployment.
To deploy WFilter, you need to setup your pc as the gateway, and make your wifi works in AP mode.
Please check:

yes, it's "modem <-> pc <-> (wan port)router".
Because your pc is in the wan side of your router, you can not access router's web UI. You can use a wireless device to access your router.
