Hi, I am looking to purchase WFilter Enterprise to monitor our free Wi-Fi connection that we offer to our customers. There shouldn’t be more than 25 users connected at once, so my question is-
We will have different users day in and day out connecting and using our Wi-Fi, will it automatically start monitoring new IPs assigned by the router? Or is this something I need to set up?

WFilter supports two monitoring mode: "by MAC address" and "by IP address".
In your case, since the computers MAC addresses are changing, so you can only use "by IP address" mode.
For a new IP address, WFilter will start monitoring it when the license is available. For example, if you have a 25-user license, WFilter can monitor the first 25 ip addresses, but no monitoring for the 26th ip address.
Therefore, I suggest you to reduce the DHCP ip address range in your route, so the ip address will not exceed license limit.
