Can I install WFilter on the Domain Controller Server?

I recommend you not to install WFilter in your domain controller.

It is because you need to connect the server to a mirroring port in your switch to do monitoring. However, as the internet traffic is copied to the mirroring port, this port can be very busy.

So I am afraid it might slow down your your domain. It will be better to install WFilter in another passby computer.
