Because most people use the openvpn client and also I want to limit each users to 10MB speed.
I am trying to get into the VPN business so all the users would be individuals from all over the world.

I do not recommend you to install "WFilter NG Firewall" in this case.
Though WFilter has an OpenVPN server, it's designed to allow external user to access local network.
VPN clients does not be controlled by WFilter's bandwidth policy.
I would recommend:
1. setup an Linux openvpn server by yourself.
2. setup "WFilter Enterprise" in a windows vm, acting as a pass-by filter.
So WFilter Enterprise can monitor and filter your openvpn server.
Though WFilter has an OpenVPN server, it's designed to allow external user to access local network.
