I have below 25 fixed computers. However, sometimes users will bring in their laptops and cause the connections to increase to more than 25. Is it still okay to just get the 25 license package?

If your concurrent computers number exceeds the license limit, computers exceeds the limit will not be monitored/blocked by WFilter.
You have two solutions:
1. There is an option named "prohibit internet access of un-monitored computers" in "User-computer table"->"Default Monitoring Policy". You can enable this option, so new computers will not be able to access internet. Even a new laptop connected and exceeds WFilter license limit, its internet access will still be blocked.
2. Buy more licenses than the fixed computers. So there has room for the laptops.

Agreed gengw2000!! In my opinion the second option is the best. Must buy more license than needed laptops. So that you can avoid the problem of blocking license.
